The great challenge of professional training by editorial


Catalonia should focus its maximum efforts to solve its problems with vocational training. Under the leadership of the Generalitat, all the parties involved should be mobilized from the Ministry of Education, schools, employers’ unions and unions so that the country can have an adequate vocational training system for young people. From the very beginning, a destination has to be found for those 20,000 students who still do not know what specialty they will be able to study this year. So far they have lost a month’s training. Measures should be taken since then, so that this year suffers a collapse and the last does not happen again. And, third, the foundation should be laid with utmost urgency, to deploy dual vocational training (dual FP) across the region.

The vocational training challenge facing Catalonia as well as the rest of Spain is enormous. The hardest part has already been achieved: to prestige these studies and to put them on the same level as university studies. This is shown by a large number of young people who want to sign up for it. But so is another fact, which also shows that this teaching does not live up to expectations: 40% of school dropouts.

Much effort is needed to improve the current system and implement dual VT.

Equally serious is that expectations are not met for companies because professional training programs are not suited to the personnel they require, because of the level of technical knowledge each time.
Industries and services abound. There is a huge gap between the titles offered and the demand for personnel in the productive fabric of the country. The calamity of the present vocational training system, despite the funds allocated for it, is enormous. It can’t go on like this. That’s why we demand that maximum efforts be made to rectify the error. The future of youth, of companies,
Employment generation and progress for the whole country.

Vocational training system should be redirected on the basis of adequate potential of present and future vocational needs and on this basis, plan teaching. Although this may sound unbelievable, it is not currently done or, at least, it has not been done with the required depth and efficiency. But it should, equally, be accompanied by necessary guidance for the youth so that they can choose the specialties with the best employment prospects. Making programs more flexible as well as training of teachers will be necessary to facilitate rapid adaptation to the development of the economy and labor market.

Catalonia has a very ambitious Vocational Training Law which was enacted in 2015 but has hardly started to develop. This is also unimaginable and must be held accountable. The paradox is that this law has already been superseded by the new law which has been approved by the central government for the implementation of dual FP across the state. The law was approved last March. Its objectives are also very ambitious, as it plans to go from 4% to 100% of students currently taking dual vocational training, which means hundreds of thousands of students who must do their internships at multiple companies. For companies to be fully incorporated, however, it is necessary that the rules of the said law provide legal certainty in hiring and labor risks, as well as provide some recognition through tax incentives for companies’ training work. We do. This system, like in Germany, is best suited to balance vocational training with the needs of the labor market. But, as we have said, it requires massive efforts and intense cooperation between the parties involved. This is doable both in Catalonia and in the rest of the state.
